Murray S. Liebman, Esq.
President
Murray Liebman founded Liebman & Associates, Inc. in 1997. L&A provides strategic counsel to senior executives of organizations ranging from Fortune 10 to small entrepreneurial companies.

Mr. Liebman served as Government Relations Director for the American Gas Association (AGA), a trade association comprising over 190 natural gas utilities delivering gas to more than 60 million homes and businesses in all 50 states. Together, AGA members account for more than 90 percent of the natural gas delivered in the United States. Mr. Liebman directed the Natural Gas Industry's Research, Development and Deployment (RD&D) Initiative. The Initiative is comprised of natural gas producers, pipelines, distribution companies and equipment manufacturers. Mr. Liebman also served as the RD&D Chairman of the Business Council for Sustainable Energy. In these capacities, he helped establish the groups' technology priorities and investment commitments. Mr. Liebman has testified before Congressional Subcommittees on numerous occasions and educated Executive Branch policy-makers at all levels.

Mr. Liebman served as Executive Vice President of the Solar Energy Industries Association (SEIA). SEIA is comprised of 150 manufacturers and utilities across North America. In this capacity, he advanced regulatory, policy, and financing opportunities to increase solar sales worldwide.

Mr. Liebman's government and political experience is significant. He worked at the US Departments of Energy and the Interior, and at the White House Office of Environmental Policy. At the White House, he was responsible for co-creating the President's Council for Sustainable Development. Mr. Liebman served three years as a Presidential appointee at the US Department of Energy's (DOE) Office of Energy Efficiency and Renewable Energy. At DOE, he helped manage the world's largest program developing and commercializing clean energy technologies across the power, industrial, building and transportation sectors ($1.4 billion annual budget).

Mr. Liebman is an energy and environmental attorney. Prior to coming to Washington, DC he practiced with a boutique litigation firm in his hometown of Philadelphia, Pennsylvania. He is admitted to practice law in New York, New Jersey, Pennsylvania and the District of Columbia. He earned a Juris Doctorate (J.D.) with honors from Tulane Law School and a Master of Laws (LL.M.) degree concentrating in energy and environmental law from the Georgetown University Law Center.

Laurie A. Jodziewicz
Vice President, Renewable Energy Markets
Laurie Jodziewicz is the Vice President for Renewable Energy Markets for Liebman & Associates, Inc. Ms. Jodziewicz' government experience is substantial, spanning both the executive and legislative branches of government. Prior to joining L&A, Ms. Jodziewicz served as Membership Services Director at the American Wind Energy Association (AWEA). In this position, Ms. Jodziewicz directed department operations and policy, and grew the organization's membership base by 33%. There she also worked to develop interconnection standards and track net metering developments at the state level for distributed technologies, in coordination with other industry groups.

At McNeil Technologies, Ms. Jodziewicz served as an Energy Policy Analyst. She analyzed congressional appropriations for the Department of Energy's renewable energy programs, as well as determining the effects of state renewable portfolio standards on customers and energy suppliers.

Ms. Jodziewicz served as the Photovoltaics Director and State Chapter Liaison at the Solar Energy Industries Association (SEIA). By identifying market barriers and promoting solar technologies, Ms. Jodziewicz assisted member companies in maximizing domestic and international market development opportunities. Ms. Jodziewicz also represented the Industry in negotiations and program development with the federal government including the White House, Department of Energy, Environmental Protection Agency, Small Business Administration, and the Department of the Interior.

Ms. Jodziewicz also spent three years with the American Gas Association (AGA), as a Government Relations Assistant. AGA represents over 190 natural gas distribution companies and manufacturers across North America. AGA's Legislative Department represented its members on issues ranging from taxation to appropriations before the U.S. Congress and State legislatures.

Ms. Jodziewicz graduated from The George Washington University magna cum laude with a B.A. in International Politics.

Douglas J. Peck, P.E.
Douglas Peck is an experienced engineering and project manager with a P.E. in Mechanical Engineering. He has nearly 30-years of experience in all aspects of project management, engineering management, and instrumentation and control systems engineering. His diversified experience includes a variety of pharmaceutical, refinery, process, food, utility, nuclear, co-generation power plants, and industrial projects. Mr. Peck serves as an Associate Partner for Central Utilities of The Syska Hennessy Group. Prior to joining Syska, Mr. Peck spent a number of years with well-known architect engineering firms such as Flour Daniel and Stone & Webster.

Mr. Peck has had responsibilities for developing projects and insuring that the projects are implemented properly, including responsibility for managing budgets, utilization levels, training, and performance assessments. He was responsible for maintaining appropriate quality level and profitability on all projects. He has also been responsible for maintaining and promoting business development.

Mr. Peck has directed the engineering for a state-of-the-art large high-availability central office switching facility for a Fortune 100 telecommunications company. Mr. Peck also managed the funding requirements for the partnership with the Department of Energy. He has experience in electrical and thermal applications requiring high levels of reliability and availability for high tech and telecom industries. Mr. Peck has a wealth of knowledge and experience in combined heat and power applications and is the author of an article entitled "Fuel Cell/CHP Hybrid Power System to Serve High Reliability Telecoms Application", published in "Cogeneration and On-Site Power Production Magazine" Vol 3 Issue 6, Nov-Dec 2002. Through these projects, he has gained exposure and experience in the "Design-Build" process, contract control, negotiations, and client development and relationships

Mr. Peck is a senior member of ISA and serves as the Committee Chairman of the SP60 Committee "Control Centers". He led the human factors review of a nuclear plants control room and resulting control room and main control board modification activities. He was responsible for coordinating activities between the Client, architect/engineers, vendors, construction and site operations as needed to insure a coordinated installation with minimum interference's with operation and downtime, and maximum operator training and involvement, to ease transition.

He is currently an independent contractor supporting L&A clients in the areas of project engineering, management, technical and system development and due diligence.

Whit Allen
Whit Allen is an expert in power systems technology and the issues associated with distributed generation, energy security, power quality and reliability. Mr. Allen has served as the Executive Vice President of Business Development at Sure Power Corporation, the pioneer of high availability distributed generation systems for mission-critical applications. In his role at Sure Power, he worked with both public and private sector organizations to increase the availability, quality and security of the electron stream fueling their mission-critical operations. Mr. Allen developed the company's market strategy, business plan, product requirements, and value proposition, and has created numerous alliances across various industries to commercialize the Sure Power product line. SurePower retained Liebman & Associates, and through this relationship won multi-year, multi-million dollar awards from the US Departments of Energy and Transportation.

Prior to joining Sure Power, Mr. Allen was Global Sales Vice President for the Power Systems division of Lucent Technologies where he managed their $250M business outside the US, creating power system solutions for telecommunication service providers in over thirty countries around the globe. In recognition of his success in personally developing a $100M business from scratch in Latin America, including a manufacturing joint venture in Brazil, he was elected to Lucent's prestigious Leader's Council, an award presented to the top two percent of Lucent's 6,000+ member worldwide sales force. Prior to his tenure at Lucent, he directed high-tech sales across the globe for AT&T's Microelectronics Group and served in marketing, sales and technical capacities for other AT&T divisions.

Mr. Allen is fluent in English, Spanish and Portuguese and holds a B.S. in Electrical Engineering from Texas A&M University and a Master's degree from the American Graduate School of International Management (Thunderbird) where he graduated with distinction. The author of numerous technical papers on critical power systems and a lecturer on the subject of distributed generation, his career has been profiled in the Wall Street Journal and his opinions have appeared in the New York Times.

Mr. Allen currently serves L&A as an independent contractor and advisor on power systems technology in the areas of distributed generation, energy security, power quality and reliability.

Dennis J. Vito
Dennis J. Vito has served in management positions throughout his 30-year career including firms associated with electric power generation, chemical, oil & gas production, pharmaceuticals, healthcare, higher education and information technology. He has been responsible for financial, business development and technical performance in domestic and international markets. In addition, after graduation from the United States Naval Academy, he served in positions of increasing responsibility aboard nuclear powered submarines including certification as Chief Nuclear Engineer.

Mr. Vito worked for 16-years for an Electric Power Industry Engineering & Construction (E&C) firm in various positions including Project Management, Marketing and General Management in power plant construction and nuclear plant operations services. As Managing Director for the International Division of this power industry E&C firm, his business responsibilities included power projects in the United Kingdom, Middle East, Eastern Europe, Korea and Japan. He also represented this E&C firm on the Board of Directors for two United Kingdom based engineering subsidiaries. Mr. Vito later served as the Director of Business & Technology Development for this power industry E&C firm with responsibility for the assessment of new technologies and business acquisition candidates.

Mr. Vito's technology experience was broadened with executive management positions in Process Simulation and Information Technology Systems Integration. These positions required the assessment of current technologies and markets as well as the development and execution of business plans to bring these technology capabilities to market.

Mr. Vito has a Chemical Engineering and Nuclear Power Systems Engineering educational background. He earned a Bachelor of Science in Chemistry/Engineering from the United States Naval Academy in 1973. Additionally, he earned a Master of Business Administration (MBA) degree concentrating in Marketing from St. Joseph's University in Philadelphia, Pennsylvania where he also served as an adjunct professor in Marketing. He is currently an independent contractor supporting L&A clients in the areas of Market and Project Development.

Douglas B. Shaw
Doug Shaw is an expert on weapons of mass destruction, terrorism, and international relations with more than a decade of professional experience in multilateral diplomacy, political communication, and site security and asset protection.

As a Special Advisor to the Director of the Department of Energy's Nuclear Material Security Task Force for Russia, the New Independent States, and the Baltics, Mr. Shaw worked to secure plutonium and highly enriched uranium from theft or diversion in Ukraine. In 1997, Mr. Shaw was awarded the Department of Energy Meritorious Service medal for "the significant improvement of safeguards and security of tons of weapons usable nuclear materials."

As an aide to Special Representative of the President for Arms Control, Nonproliferation and Disarmament, Ambassador Thomas Graham, Mr. Shaw was centrally involved with the successful global diplomatic campaign to indefinitely extend the Nuclear Non-Proliferation Treaty (NPT). This global campaign, which the Secretary of State referred to as one of the greatest triumphs of American diplomacy in the second half of the Twentieth Century, brought Mr. Shaw into contact with diplomats from over 170 countries overseas and at the United Nations for discussion of nuclear weapons.

Mr. Shaw has discussed security issues on national television has been published widely including in the Los Angeles Times, the Baltimore Sun, the Washington Times, the Nonproliferation Review, the Journal of Law Enforcement and Low Intensity Conflict and the National Defense University Strategic Assessment. His work has been cited by leading scholars including in Stanford University Professor Scott Sagan's groundbreaking treatment of the deterrence of chemical or biological attack, "The Commitment Trap." He has delivered invited lectures in many prestigious venues, including at Harvard University's John F. Kennedy School of Government, Germany's Heidelberg University, and India's Jawaharlal Nehru University.

Mr. Shaw holds Bachelor's and Master's degrees from Georgetown University's School of Foreign Service and teaches international relations at the George Washington University. He is currently an independent contractor supporting L&A clients in the areas of Homeland Security – Critical Infrastructure Protection.

Sean P. Todd
Sean Todd is an expert at environmental management and waste clean-up issues. Mr. Todd has served as the Director of Marketing and Federal Agency Relations for the IT Group, during his tenure the nation's 3rd largest environmental company. Mr. Todd conducted strategic advocacy representation within the environmental and infrastructure programs of the Federal Government and monitored and shaped legislative, budget and regulatory trends of interest to IT. Mr. Todd gained additional corporate responsibilities in January 2001 to pursue and support the continuing development of the company's strategic plan. He executed strategic market development, sales targeting and direct marketing campaign implementation. These new initiatives include mining restoration, contaminated sediments and watershed restoration activities, electricity deregulation, transportation, among others.

Prior to joining the IT Group, Mr. Todd worked for the Secretary of Energy as his speechwriter, initiating and authoring key public addresses on high profile issues such as environmental cleanup programs, science and technology issues, renewable energy and energy efficiency, and electricity restructuring. He also served on detail as an analyst to the White House Council on Environmental Quality to analyze budgetary impacts on environmental programs. For the U.S. Department of Energy's Environmental Management Program, Mr. Todd served as a speechwriter to the Assistant Secretary and as project manager of the National Dialogue on Nuclear Waste. The Environmental Management Program maintains a $6 billion annual budget for managing, maintaining and cleaning the Department's former weapons sites and other sensitive facilities.

Mr. Todd holds a BSFS from Georgetown University and an MS in Conservation Biology and Sustainable Development from the University of Maryland.

Mr. Todd is President of Fox Potomac Resources, LLC and currently serves L&A as an independent contractor specializing in the areas of environmental remediation of hazardous, toxic and radiological wastes, and biodiversity.
